Herb Garten, after 65 years plus of practicing law, is now retired.  During his years of active practice, Herb was recognized in Maryland and throughout the United States for his professional competency and integrity.

Herb was a past president of the Maryland State Bar Association, and a leader at the state and national levels in encouraging lawyers to engage in voluntary pro bono civil legal services for the poor.  President George W. Bush, in 2003, nominated Herb to the Board of the federal Legal Services Corporation.  His appointment was subsequently confirmed by the United States Senate.

Herb had vast experience during the course of his practice.  He was a Law School lecturer in Federal Taxation Law for nine years during the early years of his career.  He has been involved in advising clients in a multitude of complex tax, real estate, tax free exchanges and other business related transactions and litigation arising from these areas of the law.

Herb, until his retirement, was known as a lawyer’s lawyer, a problem solver and someone who is able to resolve matters that involve multiple fields of expertise and make good use of his also being an inactive CPA.

Herb previously acted as general counsel for a large number of nation-wide organizations.  He is particularly proud of the service he has rendered on behalf of clergy and religious organizations of all faiths.  He was engaged in litigation over an eleven year period against the Internal Revenue Service and Social Security Administration.  He successfully tried a case before the Tax Court of the United States that was appealed by the Government to two Federal Circuit Courts of Appeal.
